We are writing to recommend RNV Construction, and its principal, Ruel Villacrusis, as a contractor. RNV built a new home for us in Papago, and then did a complete renovation of another house in Sadog Tasi. We have always been impressed by his work. His projects move quickly and both of his projects for us finished on time: the Sadog Tasi house finished 6 weeks early.
He employs a large number of highly skilled craftsmen. His carpenters, masons, and electricians are particularly noteworthy. We are sticklers for exact work, and RNV delivered. The tiles they lay are perfect. His masons cut granite slab and mounted an undermount sink. In addition, he was able to execute high end cabinetry, built exactly to plan, as well as install items which are not common on Saipan, such as a dishwasher, an induction cooktop, radva paneling, and an overhead stove vent. Both houses receive many compliments, and it's hard to find anything which I wish was different. This I'm told is rare in residential construction.
Dealing with Ruel is a pleasure. He is eager to find solutions and is available by telephone, internet, and in person to discuss issues. He is responsive with punchlist items and always has the manpower to respond.

This is to provide a Letter of Reference for agencies or institutions inquiring of RNV Construction performance with the Commonwealth Ports Authority’s (CPA) projects, RNV has been involved in various CPA’s Airport Facility projects funded by the Federal Aviation Administration’s Airport Improvement Program and locally CPA-funded projects.
During the course of the projects, RNV’s management has been very responsive and cooperative with the variety of requirements imposed by CPA and the CNMI government regulatory agencies. Safety concerns were quickly resolved, submittals and shop drawing requirements were submitted on time and the superintendent was extremely knowledgeable on all facets of construction, able to resolve problems routinely and quickly. Overall, RNV’s performance throughout the projects was an excellent show of quality in workmanship. Furthermore, the project’s completion extension was beyond the contractors’ control, but RNV’s cooperation and understanding of the project enabled its successful completion in accordance with the contractual documents. The biggest project cost involvement with CPA is $1,215,000 inclusive of all approved change orders.
In view of the above, we believe that RNV was a very capable and reputable contractor, particularly for vertical construction.

RNV Construction was the general contractor for the renovation of the Bridge Capital Headquarters located on Micro Beach Road Garapan. The work involved taking an existing structure and completely remodeling it into a modern office building. The Bridge office included thirteen offices, four bathrooms, kitchen/pantry facility, extensive lobby and a large conference room all utilizing marble and teak throughout. RNV was tasked with building an office with a South Pacific theme that incorporated an intricate design utilizing only the finest quality architectural materials. Due to this upgraded architectural material, it was imperative that the contractor be professional in the construction and installation of these items.
RNV Construction personal and its site management were up to the task and delivered to Bridge Capital, LLC an office of the highest workmanship completed on time and within budget. At times, they went beyond the contracted scope of work to ensure that Bridge Capital, LLC was satisfied with the final product. The working relationship between Bridge Capital and RNV Construction allowed both parties to resolve issues at the site during construction and thus avoid minor conflicts that always happen during large projects. The workers at the office site have been with RNV Construction for years and it shows in their workmanship, high craftsmanship and pride in getting the job finished correctly. The hard work and dedication from RNV Construction resulted in perhaps the finest overall office building in the Northern Mariana Islands. Bridge Capital, LLC is proud of the final result and looks forward to many years in the new Bridge Capital Headquarters.
This was the first large project for Bridge Capital, LLC in Saipan and it was a pleasure for me personally to work with Ruel and his staff. The professionalism of RNV Construction made this a smooth project start to finish and I see the two companies doing many more projects together in the future.

Please let this serve as a letter of reference for RNV Construction. Our residence was initially constructed by RNV, and the former owners gave them a high recommendation to us when we desired further construction and renovation. Our residence itself was crafted to the highest degree of craftsmanship, and so we had little hesitation in choosing RNV for our renovation.
During 2015-2016, RNV had constructed for us a combination storage unit/mechanical shop, and later, installation of a 20 KVA generator, generator shelter, and automatic transfer switch. All construction was accomplished in such a manner as to blend with the original high quality residence. All work was begun exactly on schedule, completed within the allotted time frame, and exactly on budget. All workmanship was of the highest degree, all electrical and plumbing accomplished to US code or higher. All technical support was available, and highly skilled.
I unhesitatingly recommend RNV for any project, residential or technical, on Saipan.

THE 5MCC PROJECT IN GUALO RAI, SAIPAN ARE 80 UNITS HOUSING, COMPOSE OF EIGHT BUILDINGS PLUS A COMMUNITY CENTER. FIVE (5) BUILDINGS WERE SUBCONTRACT FROM THE ABOVE MENTIONED CONTRACTOR, DURING THE CONSTRUCTION PERIOD, IT WAS A TIGHT SCHEDULE, BUT THEY WERE ABLE TO STILL COPE ON THE CONSTRUCTION SCHEDULE. WE USED TO HAVE A PROGRESS MEETING EVERY WEEK SO THAT WE CAN BE UPDATED ON THE SCHEDULE, ESPECIALLY ON THE OFF-ISLAND MATERIALS WHICH WAS THE PROBLEM UP TO THE FINISH PROJECT. SINCE WE HELP EACH OTHER ON THIS MATTER, WE WERE ABLE TO COME UP AS A GROUP AND FINISHED THE PROJECT ON TIME.
